Monitoring System

The Monitoring system was designed to meet two specific requirements viz., smooth flow of project information from the operational units at the village level through the different tiers of project to the component as well as project managers on the one hand and in sending timely signals on problem areas requiring corrective actions to all concerned on the other.

The system coveres both Component monitoring at HQs and project monitoring at field level; the former carries out by the respective implementing agencies: Nutrition and Nutrition-related aspects by the Social Welfare Department, health and health-related activities by the Department of Public Health and Preventive Medicine and Communication by the communication Cell located in the Commissionerate Office. The latter function being carried out centrally by the Monitoring Wing located in the Commissionerate Office.

A number of IEC materials like Posters, Folders, Dangler kit etc., on Health, Nutrition and Child Development were also printed and supplied to the Anganwadi centres, Health centres, CDPO and P.O offices.

Social Welfare and Nutritious Meal Programme Department - Integrated Child Development Services Scheme - Constitution of Monitoring and Review Committee - State Level Monitoring and Review Committee(SLMRC), District Level Monitoring and Review Committee(DLMRC), Block Level Monitoring Committee(BLMC) and Anganwadi Level Monitoring and Support Committee(ALMSC) on Integrated Child Development Services Scheme(ICDS) for Monitoring and Supervision of implementation of ICDS Scheme in Tamilnadu.

Monitoring and Evaluation

To monitor and review the progress in implementation of ICDS, committees at different levels have been constituted by the Government.

State Level Monitoring and Review Committee (SLMRC) :

Headed by Chief Secretary to Government. The Committee will meet every six months or whenever required.

District Level Monitoring and Review Committee (DLMRC) :

Headed by respective District Collector. The Committee the committee will meet once in a quarter or whenever required.

Block Level Monitoring Committee (BLMC) :

Headed by Sub Division Magistrate/ Sub Collector/ RDO. The Committee will meet once in a quarter.

Anganwadi Level Monitoring and Support Committee (ALMSC) :

Headed by CDPO/ Supervisors Grade-I. The committee will meet every month.

Aadhar Enrolment in ICDS

The Government of India has made Aadhaar mandatory, for all the beneficiaries covered under DBT and has decided to set up permanent Aadhaar enrolment facility in the offices of the CDPOs for continued and uninterrupted enrolment of children and other beneficiaries of all DBT schemes of the Ministry residing within the area of jurisdiction of Child Development Project Officers.

As per Government of India guidelines, Director cum Mission Director, ICDS is notified as Registrar and 434 Child Development Project Offices has been notified as Aadhaar Enrolment Agencies. Three types of Aadhaar Kits viz., Desktop, Laptop & Tablet have been distributed to 434 Child Development Project Office at cost of `13.48 crore during 2018-2019.

All Stake Holders have been provided training by UIDAI Officials on the usage of Aadhar kits. As on date 1,700 operators are being engaged in enrolling children under Aadhar.

Welfare of Anganwadi Employees

The Anganwadi employees working in 54,439 Anganwadi centres of Tamil Nadu are provided with special time scale of pay, as per 7th pay commission recommendation. The Anganwadi workers , Mini Anganwadi Workers and Anganwadi Helpers are getting the salary in the Scale of pay Rs. 7700-24200, Rs. 5700-18000 and Rs. 4100-12500 respectively.

In addition Dearness allowance, House Rent Allowance, City Compensatory Allowance, Medical Allowance Hill Allowance and Winter Allowance are provided to them along with annual increment. The Anganwadi Workers and Anganwadi Helpers are eligible for lumpsum grant at the time of retirement, Rs.1,00,000/- is being paid to Anganwadi Workers and Rs.50,000/- to Anganwadi Helpers with effect from 01.10.2017. The Anganwadi Workers including Mini Anganwadi Workers and Helpers were paid special pension of Rs.2,000/-on their retirement from 01.10.2017. Every year , all Anganwadi employees are being provided with two sets of sarees as uniform. Summer holidays has been provided for Anganwadi employees from May 2018 , in the following weeks (viz) are 2nd week for Anganwadi Workers. 3rd week for Anganwadi Helpers and 4th week for Mini Anganwadi Workers. Every year four Anganwadi workers in the state who have rendered their best services are felicitated with cash Award of Rs.50,000/- each as National Award and 98 Anganwadi workers are felicitated with Rs.10,000/- each as State Award with appreciation certificates. Government of India insurance schemes such as Pradhan Mantri Jeevan Jyoti Bima Yojana (Rs.2.00 lakhs) , Pradhan Mantri Suraksha Bima Yojana(Rs.2.00 lakhs) and Anganwadi karya karti Bima Yojana (Rs.30,000/-) are extended to the Anganwadi Employees

The ICDS is to promote and ensure consistent high-quality holistic child development services at all levels, by enabling flexibility in services delivery to meet the varying needs and capacities of the target population with the active participation of the community and the political commitment.

ALMSC (Anganwadi Level Monitoring and Supported Committee)

The Anganwadi Level Monitoring and Support Committee has been formed in all the functioning AWCs in both Rural and Urban areas. The ALMSC consists of 14 members viz.

Monthly Meetings

Once a month the meeting has to be convened.
At least 1/3 of the members, have to compulsorily attend every meeting.
The decisions and activities discussed in the meetings have to be recorded by the Village Health Nurse.

To Make The Village "Malnutrition Free" The Members of ALMSC Will Review and Take/Suggest Actions To Improve The Following Delivery of Services at The AWCS

Create awareness about the nutritional issues and significance of Nutrition as an important determinant of health.
Carry out survey and Nutritional deficiencies in Village, especially among woman an children.
Identify the locally available food stuff of high nutrient value as well as disseminate and promote best practices.
Inclusion of Nutrition needs in Village Health plan. The Committee will do a depth analysis of causes of malnutrition at the community and households by involving the VHN, AWW and Anganwadi Supervisors.
Monitoring and Supervision of Village Health and Nutrition day to ensure that it is organized every month in the village with the active participation of the whole village.
Facilitate early detection of malnourished children in the Community and refer them to the hospital.
Supervise the functioning of AWC.
Early identification of children with disability and refer them to the Nutritional Rehabilitation centre.
Refer children with severe malnutrition.
Promote Family Planning methods. Especially give priority for the no scalpel methods for the men.
Ensure distribution of protected water to the people.
Analysis on Infant mortality and maternal mortality in the area and take action to prevent the same. Monitor female feticide and infanticide and prevent.
Encourage registration of birth and death.
Ensure that all eligible mothers get funds through the various schemes like Muthulakshmi Reddy Maternal benefit scheme/IGMSY scheme/Janani Suraksha Yojana(JSY) scheme
Whether chlorination is done for the drinking water at Over head tanks at AWC/Sub centre.
Promote school dropout to get mainstreamed in schools.

Role of Angawadi Worker

Every month the Anganwadi Worker has to attend the monthly meeting.
Identify health issues of their area and give priority for these in the meetings.
As the Members of Village Health, Sanitation and Nutrition Committees and Anganwadi Level Monitoring Committee are one and the same the both the committees may be clubbed together and registers may be maintained accordingly.
Every month the Anganwadi workers have to conduct/ attend the meeting and keep a record of the meeting.

Monitoring System
